CARLOS M. PADILLA is the principal author of the House version of RA 6655, otherwise known, An Act Establishing And Providing For a Free Public Secondary Education.
He also authored HB No. 24758, now RA 6728, "An Act Providing Gov ernment Assistance to Students And Teachers in Private Education," better known as the subsidy bill. The measure is in conformity with the mandate of the Constitution in promoting and making quality education for all Filipino people.
It aims at providing mechanisms to improve the quality of private education by maxi mizing the use of existing resources of private education recognizing in the process the government responsibility to provide basic elementary and secondary education as having priority over its function to provide higher education.
Contained in the original version of the subsidy bill, are the following: tuition fee supplements for students in private high schools, high school textbook subsidy fund; expansion of the existing educational service contracting (ESC) scheme; the voucher system of Private Education Student Financial Assistance Fund (PESFA); scholarship grants to students graduating as valedictorians and salutatorians from secondary schools; tuition fee supplements to students in private colleges and universities; education loan (study now, pay later plan); and college faculty development fund.
He was also the principal author to numerous bills which became landmark laws, namely:
RA 6966, An Act Regulating the Practice of Librarianship And Prescribing The Qualifications Of Librarian;
RA 7104, An Act Creating The Commission On the Filipino Language;
RA 7168, An Act Converting The hilippine Normal College Into Philippine Normal University;
RA 7172, An Act Restoring The Autonomy of the PPSTA;
RA 7536, An Act Creating The National Commission For Culture And The Arts; and
RA 9173, The Philippine Nursing Act.
He was a co-author of RA 8371, the NCIP/Indigenous Peoples Rights Act (IPRA);
RA 8496, the Philippine Science High School System Act; and,
RA 9200, The Philippine Junior Geodetic Engineer ing Law.
